Abstract

Capacity building for public administrators is only in the aspects of technical, managerial, socio-cultural competence, but also needs to involve the development of social entrepreneurship competencies. Social entrepreneurship competence has an important role for public administrators to raise awareness, responsiveness, innovation, and proactivenessin giving a contributionto managing various economic, social and environmental problems in entrepreneurial ways. This study aims to develop and validate socialentrepreneurship capacity measurements in public sector organizations. The research was conducted with an explanatory approach. The social entrepreneurship capacity measurement model was developed from previous research and adapted to public sector organizations. The dimensions and indicators are summarized from previous research to be evaluated by experts (practitioners and academics) in the field of human resources and entrepreneurship. Furthermore, a limited trial was conducted through an online survey of 30 respondents and factor analysis (Confirmatory factors Analysis): The results of the study found four dimensions and 16 indicators of social entrepreneurship capacity in public sector organizations consisting of the dimensions: social values, innovative, proactive, and risk-taking. The results of the model feasibility test meet the goodness of fit. The results of this study provide implications for the dimensions and indicators of the capacity of social entrepreneurship to complement the capacity of public administrators amidst the complexity and dynamics of the environment.Keywords: social entrepreneurship competency, measurement, public
