Abstract

ABSTRAK ANALISIS EFEKTIVITAS KINERJA LALU LINTAS SESUDAH ADANYA FLYOVER AHMAD YANI (SEMARANG) Dede Yusuf Permadi 18.21.0004 Shafa Tasya Sutopo 18.21.0015 Tingkat pertumbuhan kendaraan yang semakin meningkat di Kota Semarang akan menimbulkan kemacetan yang sering terjadi pada jam-jam dan event tertentu. Bagi pengemudi kendaraan kemacetan akan menimbulkan ketegangan serta kerugian dari segi ekonomi baik kehilangan waktu maupun bertambahnya biaya operasional kendaraan. Kemacetan lalu lintas adalah masalah umum dijalan Madukoro Raya . Hal ini disebabkan karna akses menuju bandara selama ini masih tergabung dengan lalu lintas lokal di daerah sekitar Bandara Ahmad Yani Semarang. Selain itu juga terdapat titik pusat kegiatan atau pusat keramaian, yaitu Pusat Rekreasi dan Promosi Pembangunan (PRPP) yang dimana setiap tahunnya diselenggarakan beberapa event yang cukup membuat kemacetan menuju Bandara Ahmad Yani. Untuk mengatasi masalah ini, Kementrian Pekerjaan Umum dan Perumahan Rakyat (PUPR) telah menyelesaikan pembangunan flyover atau jalan layang Ahmad Yani Semarang. Setelah flyover dibangun perlu ditinjau efektifitas terhadap kinerja lalu lintas. Peninjauan yang didasarkan pada kinerja lalu lintas, adalah untuk membandingkan derajat kejenuhan jalan sebelum dan sesudah jembatan dibangun. Metode yang digunakan untuk analisis kinerja lalu lintas, Manual Kapasitas Jalan Indonesia (MKJI), 1997. Dengan pembangunan Flyover Bandara Ahmad Yani, derajat kejenuhan 0,16 < 0,19 untuk ruas jalan Puri Anjasmoro, dan derajat kejenuhan 0,19 < 0,28 untuk ruas jalan Anjasmoro Raya. Sedangkan Derajat kejenuhan 0,10 untuk ruas Jalan Flyover Bandara Ahmad Yani. For drivers of vehicles, congestion will cause tension and economic losses, both lost time and increased vehicle operating costs. Traffic jams are a common problem on Jalan Madukoro Raya. This is because access to the airport is still combined with local traffic in the area around Ahmad Yani Airport, Semarang. In addition, there is also a central point of activity or the center of the crowd, namely the Center for Recreation and Promotion of Development (PRPP) where every year several events are held which are enough to cause congestion to Ahmad Yani Airport. To overcome this problem, the Ministry of Public Works and Public Housing (PUPR) has completed the construction of the Ahmad Yani flyover or flyover in Semarang. After the flyover is built, it is necessary to review its effectiveness on traffic performance. The review, which is based on traffic performance, is to compare the degree of road saturation before and after the bridge is built. The method used for traffic performance analysis, Indonesian Road Capacity Manual (MKJI), 1997. With the construction of the Ahmad Yani Airport Flyover, the degree of saturation is 0.16 < 0,19 for the Puri Anjasmoro road, and the degree of saturation is 0.19 < 0.28 for the Anjasmoro Raya road section.
