Abstract

ABSTRACT ANALYSIS OF THE IMPLEMENTATION OF PHYSICAL AND MENTAL HEALTH RIGHTS FOR ELDERLY INMATES AT THE CLASS 2B DETENTION CENTER IN SALATIGA CITY - A HUMAN RIGHTS PERSPECTIVE STUDY The background of this study is based on the state's obligation to guarantee the fulfillment of human rights, including the right to health for elderly inmates who are a vulnerable group. Problem statement of this study are: (a) to determine the implementation of physical and mental health rights of elderly inmates from a human rights perspective at the Class IIB Detention Center in Salatiga in 2025; (b) to identify obstacles in fulfilling these rights; and (c) to formulate solutions to overcome these obstacles. The research method used a descriptive qualitative approach with data collection techniques through observation, interviews, questionnaires, and documentation. Data analysis was conducted using the Miles and Huberman interactive model. The results showed that the implementation of the physical health rights of the elderly had been carried out through medical examinations, the provision of medicines, and referrals to external health facilities. Mental health rights are fulfilled through spiritual guidance, social interaction, and simple counseling. However, implementation has not been optimal, as seen in the limitations of medical personnel, facilities, and formal psychological support. The main obstacles include budget constraints, overcapacity, lack of medication, and ineffective complaint mechanisms. The proposed solutions include increasing cooperation with health institutions, adding medical personnel and psychologists, increasing the nutrition and health budget, and providing a transparent complaint mechanism. In conclusion, the fulfillment of the physical and mental health rights of elderly inmates at the Salatiga Class IIB Detention Center is in the moderate category, so a sustainable strategy is needed to comply with human rights standards and the special needs of the elderly.
