Abstract
ABSTRAK Penelitian ini bertujuan Untuk menganalisis Rekonstruksi Bhabinkamtibmas Berbasis HAM Pada Masa Pandemi Covid-19 di Polres Salatiga, Untuk menganalisis hambatan dalam Rekonstruksi Bhabinkamtibmas Berbasis HAM Pada Masa Pandemi Covid-19 di Polres Salatiga, Untuk menganalisis solusi dalam mengatasi hambatan dalam Rekonstruksi Bhabinkamtibmas Berbasis HAM Pada Masa Pandemi Covid-19 di Polres Salatiga. Metode yuridis normatif, spesifikasi dalam penelitian adalah deskriptis analistis, metode populasi dan sampling ialah seluruh obyek atau seluruh gejala atau seluruh kejadian atau seluruh unit yang akan diteliti, teknik pengumpulan data menggunakan studi kepustakaan dan wawancara, analisa data yang digunakan bersifat kualitatif. Hasil penelitian yaitu Bhabinkamtibmas dalam menjalankan tugasnya melakukan kegiatan kunjungan sambang atau kegiatan door to door Bhabinkamtibmas dilakukan sesuai arahan Kapolres Salatiga dalam rangka pemeliharaan harkamtibmas, dan penguatan pemeliharaan keamanan dan ketertiban masyarakat (Harkamtibmas) dengan meningkatkan kepekaan faktual terhadap situasi global, regional, dan lokal dalam upaya pencegahan pandemi COVID-19. Dalam masa Pandemi anggota Bhabinkamtibmas selalu melakukan tugasnya dengan memperhatikan protokol kesehatan, guna mencegah terjadinya tindak kejahatan di wilayah hukum Polres Salatiga. Hambatan dalam Rekonstruksi Bhabinkamtibmas Berbasis HAM Pada Masa Pandemi Covid-19 di Polres salatiga yaitu sebagai berikut : Faktor Internal adalah faktor yang berpengaruh dari dalam organisasi khususnya Polri yaitu : Man (Manusia), Anggaran, Metode, Sarana, Prasarana. Faktor hambatan Eksternal yaitu Faktor dari masyarakat, Faktor Pendukung Dari Fungsi, Kerja Sama Dengan Instansi Lain. Solusi dalam mengatasi hambatan dalam Rekonstruksi Bhabinkamtibmas Berbasis HAM Pada Masa Pandemi Covid-19 di Polres Salatiga yaitu : Tindakan preemtif : Penyuluhan hukum, Preventif dan Represif Kata kunci : Rekonstruksi, Bhabinkamtibmas, HAM, Covid-19 v ABSTRACT This study aims to analyze the Human Rights-Based Bhabinkamtibmas Reconstruction During the Covid-19 Pandemic at the Salatiga Police, to analyze the obstacles in the Human Rights-Based Bhabinkamtibmas Reconstruction during the Covid-19 Pandemic at the Salatiga Police, to analyze solutions in overcoming the obstacles in the Human Rights-Based Bhabinkamtibmas Reconstruction during the The Covid-19 pandemic at the Salatiga Police Station. The normative juridical method, the specification in the research is descriptive analysis, the population and sampling method are all objects or all symptoms or all events or all units to be studied, data collection techniques using library research and interviews, data analysis used is qualitative. The results of the study were that Bhabinkamtibmas in carrying out its duties carried out visitation activities or door to door activities. Bhabinkamtibmas was carried out according to the direction of the Salatiga Police Chief in the context of maintaining harkamtibmas, and strengthening the maintenance of security and public order (Harkamtibmas) by increasing factual sensitivity to global, regional, and local situations in efforts to prevent the COVID-19 pandemic. During the Pandemic, members of Bhabinkamtibmas always carry out their duties by observing health protocols, in order to prevent crimes from occurring in the jurisdiction of the Salatiga Police. Obstacles in the Reconstruction of Human Rights-Based Bhabinkamtibmas During the Covid-19 Pandemic at the Salatiga Police Station, namely as follows: Internal factors are factors that influence the organization, especially the Police, namely: Man (Human), Budget, Method, Facilities, Infrastructure. External obstacle factors are factors from the community, Supporting Factors from the Function, Cooperation with Other Agencies. Solutions in overcoming obstacles in the Reconstruction of Human Rights-Based Bhabinkamtibmas During the Covid-19 Pandemic at the Salatiga Police, namely: Preemptive Actions: Legal, Preventive and Repressive Counseling Keywords: Reconstruction, Bhabinkamtibmas, Human Rights, Covid-19
